All cities are group into provinces. Each province in the same region is governed by the same governor.

Every governor will when he is assigned to a region, selects a policy he wants to pursue for his reign. The policy picked depend on the personality of the governor, but also on the setup of the province. Not all policies are necessarily beneficial to you as a player, so you can always overrule what policy the governor should have, but that comes at a cost in loyalty of the governor.

You can of course change policy as many times as you want in a province, as long as the governor is loyal enough before changing it, but a disloyal governor will change it to benefit himself.

总督政策

Each governor policy currently available is listed as follow.

If the province belongs to the Capital Region, then the Governor is the Ruler.

激活时,这项政策会增加省份的不满。
每个月都有机会让非国教人口皈依你的国教。
同样的,总督的热枕会增加皈依几率。
值得注意的是;总督皈依的人口的数量越多,他们获得是声誉也就越多。
为获得最佳结果,最好让政策持续激活一段时间。
通常情况下,检查一个省是否仍然可以利用这一政策是有必要的。

这项政策能大幅提高省份收入,但是会导致民众时不时迁离该省,同时也会发生人口负增长。

Each month has a chance to fire one of these effects:

  • Increase the civilisation level of adjacent barbarian strongholds by 2
  • Downgrade or remove a Barbarian Stronghold in adjacent cities
  • Promote a Tribesmen Pop to either Freeman or Slave.
通过着眼于基础设施、文化传播和学习,我们可以启蒙这个省份内的人们。
  • +10 如果总督有特质 Intelligent
  • +10 如果总督有特质 Polymath
  • +20 if any neighbour province's city has the modifier Minor Barbarian Stronghold, Barbarian Stronghold, or Major Barbarian Activity
  • -30 if the realm has a centralization <= 50 (Tribes only)
