All cities are group into provinces. Each province in the same region is governed by the same governor.
Every governor will when he is assigned to a region, selects a policy he wants to pursue for his reign. The policy picked depend on the personality of the governor, but also on the setup of the province. Not all policies are necessarily beneficial to you as a player, so you can always overrule what policy the governor should have, but that comes at a cost in loyalty of the governor.
You can of course change policy as many times as you want in a province, as long as the governor is loyal enough before changing it, but a disloyal governor will change it to benefit himself.
Governor Policy
Each governor policy currently available is listed as follow.
If the province belongs to the Capital Region, then the Governor is the Ruler.

When activated, this policy increases province unrest. On monthly basis: chance for Pops of foreign faith to convert to state religion. Likewise, the Zeal of your governor will increase the conversion chance. Of note; the more Pops a governor converts, the more renowned they become. Leave the policy active for an extended duration, for the best results. Often it is worth checking that a province can still make use of this policy. |
