'Power Points' were points automatically generated by each and every state in versions 1.0 and 1.1, similar to how pops generate Research Points and money. Power Points were spent by states to obtain variable things. This mechanic is no longer in the game as of version 1.2.

States differ regarding their Type of Government (republic-type, monarchy-type or tribal-type), their rank (Migrant Horde, City State, Local Power, Regional Power, Major Power or Great Power), the concrete cities they rule over on the map and the amount of pops. Consult the list of Countries to see all available states at game start.

The four major Power Points

Military power.png Military Power Points

Each state generates Military Power Points per month, plus half the Military Skill of the ruler character.

Military Power Points are spent for

  • adoption of a Military Tradition (starting with 800 Military power.png)
  • building of Roads (10 Military power.png per connection between two adjacent cities)
  • contructing Border Forts (40 Military power.png and 4000 Manpower.png manpower)
  • desecrating Holy Sites (20 Military power.png per Holy site)
  • activating Unit Reorganization (5 Military power.png upon activation)
  • reducing War Exhaustion ( 100 Military power.png per 2 points of War Exhaustion)
  • appointing Dictators (50 Military power.png and 50 Religious power.png)
  • holding Triumphs (20 Military power.png and 20 Religious power.png)
  • making Rivals (25 Military power.png and 25 Oratory power.png)
  • recruiting Generals (200 Military power.png can only be done on foreign characters)
  • Supporting Rebels in another country (100 Military power.png)
  • planning assasination (200 Military power.png)

Civic power.png Civic Power Points

Each state generates Civic Power Points per month, plus half the Civic Skill of the ruler character.

Civic Power Points are spent for

  • unlock/buy/acquire Inventions (100 Civic power.png per Invention) (available ones depend on the done research)
  • the moving of pops from one city to another city (20Civic power.png, only 5 Civic power.png for slaves)
  • colonization of unoccupied cities (20Civic power.png, also requires an adjacent owned city with at least 10 population)
  • establishing Trade Routes (25 Civic power.png per Trade Route)
  • increasing Legitimacy (25 Civic power.png, monarchy only)

Oratory power.png Oratory Power Points

Each state generates Oratory Power Points per month, plus half the Oratory Skill of the ruler character.

Oratory Power Points are spent for

  • undertaking of diplomatic actions, such as
  • passing a Law (250 Oratory power.png)
  • picking/changing National Idea (50 Oratory power.png)
  • changing Governor Policy (50 Oratory power.png each time it is changed)
  • promotion of pops (20 Oratory power.png per pop)
  • assimilation of pops (20 Oratory power.png per pop)
  • increasing the share of a faction in the Senate (25 Oratory power.png)
  • changing the Stance of your country (100 Oratory power.png)
  • making friends (25 Oratory power.png and 25 Religious power.png)
  • bribing characters (20 Oratory power.png)
  • imprisoning characters (100 Oratory power.png)
  • arranging marriages (25 Oratory power.png and 25 Religious power.png)
  • recruiting characters (50 Oratory power.png can only be done on foreign characters)
  • rewarding veterans (50 Oratory power.png)
  • smearing reputation of characters (25 Oratory power.png)
  • demanding support for heir (25 Oratory power.png, monarchy only)
  • making Rivals (25 Oratory power.png and 25 Military power.png)
  • granting capitulatory honors (25 Oratory power.png and 25 Religious power.png)
  • granting stipends (50 Oratory power.png)
  • inspiring disloyalty (50 Oratory power.png)

Religious power.png Religious Power Points

Each state generates Religious Power Points per month, plus half the Religious Skill of the ruler character.

Religious Power Points are spent for

  • invocation of an Omen (200 Religious power.png)
  • increasing Stability over time by Sacrifice to the Gods (100 Religious power.png)
  • conversion of pops (20 Religious power.png per pop)
  • appointing Dictators (50 Religious power.png and 50 Military power.png)
  • holding Triumphs (20 Religious power.png and 20 Military power.png)
  • making friends (25 Religious power.png and 25 Oratory power.png)
  • arranging marriages (25 Religious power.png and 25 Oratory power.png)
  • executing characters (20 Religious power.png)
  • granting capitulatory honors (25 Religious power.png and 25 Oratory power.png)

Research Points

Research Points are not considered Power Points, and unlike these are generated by pops, specifically only by pops belonging to the Citizens-social class. Consult the article Technology for further information.
