Heritages are a set of modifiers assigned to each state, always consisting of two bonuses and one malus usually reflecting its culture, history, or ambitions. Several countries have unique heritages, while the remainder share group heritages. Heritages are pre-assigned and cannot be changed over the course of a game, not even when creating a formable nation.
